In what can be referred as a ‘deficiency’ to deal with burning issues, experts assume Defence Minister Nosiviwe Mapisa-Nqakula might have been left out of the newly appointed cabinet due to her lack of response following violent riots that occurred in Gauteng and KwaZulu-Natal in July 2021.
On Thursday evening, 05 August 2021, President Cyril Ramaphosa reshuffled his 29-cabinet, with Ministers such as Tito Mboweni, Zwelini Mkhize and Nosiviwe Mapisa-Nqakula being left out of the newly executive.
The president began by stating that the government was working to accelerate the vaccination programme to overcome the COVID-19 pandemic.
Ramaphosa accepted the resignation of the Minister of Health, Zweli Mkhize, and also the long-request by the Minister of Finance, Tito Mboweni, to be relieved of his duties.
The changes to the National Executive are said to have been made to improve the capacity of government.
Separating the Ministry of Human Settlements from that of Water and Sanitation was among the first changes to be made, after a joined ministry proved not to be as effective as planned for.
The second change made was to remove the Ministry of State Security and divert the responsibilities to the Presidency.
THE FOLLOWING NEW APPOINTMENTS WERE MADE IN REGARDS TO MINISTERS:

- Communications and Digital Technologies: Ms Khumbudzo Ntshavheni
- Defence and Military Veterans: Ms Thandi Modise
- Finance: Mr Enoch Godongwana
- Health: Mr Joe Phaahla
- Human Settlements: Ms Mmamoloko Kubayi
- Public Service and Administration: Ms Ayanda Dlodlo
- Small Business Development: Ms Stella Ndabeni-Abrahams
- Tourism: Ms Lindiwe Sisulu
- Water and Sanitation: Mr Senzo Mchunu
The president concluded by showing appreciation to all outgoing ministers and deputy ministers for their service to government and to the people of South Africa.
“The task of rebuilding our economy and our society requires urgency and focus. It requires cooperation among all sectors of society and the active involvement of all South Africans.”
